Perfectly normal. Most cars have metal brake pads which are the wear item in car brakes. Metal pads rubbing on metal discs will cause metal brake dust. And when it rains or you wash your car, that dust is washed off and lays on the driveway and will rust because it is metal. The only thing you can do is try to wash it off the driveway before it has a chance to rust, such as when you wash your car, hose off that area of the driveway after you're done with the car. That may help.
